📄 2017-10-15 Incident – Charles & Kerri Winter
Violence spilled over to neighbors, proving the instability was not just within my household. My concerns were ignored again.
Relevance for Court Presentation
Pattern of Behavior: This incident illustrates a recurring pattern of domestic disturbances involving Charles, reinforcing concerns about his continued disregard for peaceful conflict resolution and his inability to create a stable, safe environment.
Proximity as a Risk Factor: The close proximity of the residences created an environment where Dana was frequently drawn into dangerous situations, highlighting the need for clearer physical and legal boundaries.
Risk to Children’s Well-Being: The involvement of children and their need to be removed from the conflict underscores the necessity of protective measures to ensure they are not exposed to trauma.
Key Points for the Judge:
Repeated Incidents of Violence: This incident is part of a broader history of aggressive and unsafe behavior by Charles.
Concerns of Emotional and Physical Safety: Both Kerri and Dana's actions to remove children from harm show a pattern of Charles being at the center of destabilizing domestic conflicts.
Mandated Reporting and Documentation: Kerri’s intention to contact DCFS reflects a serious concern for the children's safety and mental well-being. It also shows that she may be one to threaten DCFS often – this might be where Charles learned the behavior and is using it to threaten in the Our Family Wizard application.
Summary of Concerns Related to Historical Perspective and Key Points of 2017 Domestic Altercation Incident
Incident Overview
Date and Location: October 15, 2017, at 1412 Sequoia Drive, Chatham, IL (Charles Wilson and fiancée Kerri Winter's residence).
Reporting Officers: Officer Smith (ID 11261) and Officer Thompson (ID 11124).
Incident Type: Disturbance due to a domestic altercation.
Initial Call: Kerri reported that Charles became violent and was hitting doors during an argument after a soccer tournament.
Key Points of the Altercation
1. Sequence of Events:
o Argument Origin: Began after one of Charles' children used profane language, prompting Kerri to ask Charles to address it, which he ignored.
o Escalation:
Kerri closed her bedroom door to unpack, but Charles kicked the door, damaging it (a panel was missing, and the doorframe was broken).
Note: This is a repeated offense. During incident 2016-07-09 2016-00004048 Charles also broke the door frame of the 1413 Sequoia master bedroom when I had tried to lock myself inside to get away from his anger – he broke it down and then battered me.
Kerri reported that Charles continued yelling and cussing.
Charles instructed his children to go across the street to their mother, Dana Wilson's house, at 1413 Sequoia Drive for safety.
2. Accounts of Physical Contact:
o Kerri claimed the only physical contact was Charles smacking her hand away when she pointed at him.
o Charles admitted to kicking the door but denied initiating further violence, stating Kerri grabbed his shirt during the argument.
3. Response by Authorities:
o Officers separated the parties and interviewed them.
o Charles was asked if he had an alternative place to stay. He requested to stay at Dana Wilson’s home (across the street), and Dana agreed to let him sleep on the couch for the night. Kerri made comments and was extremely upset stating that is what he wanted in the first place was to return to my house.
o Kerri indicated she would contact DCFS as a mandated reporter and wanted the incident documented due to the children's exposure to the altercation. I am unaware of any records for a DCFS investigation for this encounter.
Context and Concerns
1. Proximity of Residences:
o The physical closeness of Charles' residence to Dana's underscores the complexities of their co-parenting arrangement and raises concerns about Dana's continued proximity to volatile situations involving Charles.
2. Repeated Patterns of Aggression:
o The incident is consistent with previous reports of Charles' temper, emotional instability, and damaging behavior, which have been documented in prior domestic disturbances.
o His tendency to react physically (door kicking, loud outbursts) and the need to remove children for their safety highlight ongoing safety concerns.
3. Impact on Children:
o Children were witnesses to the altercation, which included loud yelling, cursing, and physical intimidation. This exposure to domestic conflicts can have lasting emotional effects.
o The necessity of sending the children across the street to Dana's house emphasizes the unsafe environment during the incident.
4. Family and Systemic Dynamics:
o Dana's involvement in de-escalating the situation and providing shelter further demonstrates the complex role she played despite her own history of abuse by Charles.
o Kerri’s decision to contact DCFS suggests that even third parties identified the volatile environment and were concerned enough to seek formal intervention.
Originally Charles was going to move several blocks down the street but instead talked the neighbor who works for the parole division at the Illinois Department of Corrections into selling his house to Charles so that he could live across the street. When I talked with this neighbor he was sad about leaving the home but wanted to try and help out – that was a confusing statement as I did not indicate that it would be a good idea or that it was desired for Charles to move across the street from my current residence.
Risk to Children’s Well-Being: The involvement of children and their need to be removed from the conflict underscores the necessity of protective measures to ensure they are not exposed to trauma.
By highlighting the repeated nature of these events, the proximity of Charles' residence, and the ongoing impact on the children, this incident provides critical context for addressing Charles' pattern of behavior and the need for stronger protective actions.
Note: Kerri Winter has history of Deceptive Practices filed in court on 2016-11-08. Charles had indicated that her mother was affiliated with the Good Will Industries and that both had gotten in trouble (Kerri and her mother) for fraudulent activities – this is here say – I don’t know how valid Charles’ statement are but showing a court docket of Kerri having charges filed against her for deceptive practices does show her lack of integrity.
